Photo by Christopher Cheung.<\/p>\n<h4>An NDP government would limit the value of individual information technology contracts to encourage more bids from local companies, leader John Horgan said Monday.<\/h4>\n<p>&nbsp;<\/p>\n<h4>\u201cWhen you look at the $350 million in cost overruns just in 2015 alone on information technology spending by the province, we need to do a better job in our procurement efforts,\u201d Horgan said.<\/h4>\n<p>&nbsp;<\/p>\n<h4>\u201cOne way we can do that is by reducing the size of the contracts and allowing smaller companies to bid on those contracts,\u201d he said. \u201cWe\u2019ve been shutting out B.C. companies&#8230; and that has not given us better outcomes. In fact it\u2019s given us large cost overruns over longer periods of time.\u201d The government\u2019s approach has favoured big multinational firms, he said.<\/h4>\n<p>&nbsp;<\/p>\n<h4>The Tyee <a href=\"https:\/\/thetyee.ca\/News\/2017\/03\/10\/BC-Tech-Sector\/\">reported<\/a> last week that despite promoting jobs in B.C.\u2019s tech sector, the provincial government has signed giant contracts with multinational companies without requiring any of the work be done locally.<\/h4>\n<p>&nbsp;<\/p>\n<h4>According to the NDP, local vendors have received less than $60 million out of $700 million spent on information technology outsourcing. The bulk has instead been spent with large companies including HP Advanced Solutions, Maximus, IBM and Deloitte.<\/h4>\n<p>&nbsp;<\/p>\n<h4>Horgan did not specify how high a cap the party has in mind, nor did the <a href=\"https:\/\/www.bcndp.ca\/files\/Energizing-BC-Tech1.pdf\">background material<\/a> for the announcement include a figure.<\/h4>\n<h4>A spokesperson for Horgan said the NDP would consult with B.C.\u2019s tech community to determine an appropriate cap. Other jurisdictions that already have similar caps in place have set them between $10 million and $20 million, she said.<\/h4>\n<p>&nbsp;<\/p>\n<h4>Horgan said that along with the cap, an NDP government would also restrict the length of contracts and would not automatically renew them. \u201cWe want to make sure that every few years, as technology changes so rapidly, that we\u2019re on the cutting edge rather than buying Windows 95 when we should be doing something more effective.\u201d<\/h4>\n<h4><\/h4>\n<h4>The NDP plan also commits to spending $100 million to expand post-secondary technology programs and to \u201cstrengthen existing venture capital and tax credit programs.\u201d<\/h4>\n<p>&nbsp;<\/p>\n<h4>Premier Christy Clark dismissed the NDP proposal. \u201cI thought it was a napkin they\u2019d written it on the back of,\u201d she said. \u201cThe NDP plan is so ephemeral, it\u2019s a little bit difficult to understand exactly what they mean.\u201d<\/h4>\n<p>&nbsp;<\/p>\n<h4>The technology sector has grown to employ 100,000 people in the province, with wages 85 per cent above average, she said.<\/h4>\n<h4>\u201cYou\u2019ll see more details of what our government is proposing to do to grow the tech industry in the next few days, including around procurement, because we want to make sure we are creating more B.C. jobs,\u201d said Clark, who is scheduled to speak at the BC Tech Summit in Vancouver today.<\/h4>\n<p>&nbsp;<\/p>\n<h4>Asked if a cap on the size of government contracts is under consideration, Clark said, \u201cWhat I will say is the procurement process has to be reformed with a mind to making sure that we are supporting more B.C. businesses and giving them a start.\u201d<\/h4>\n<p>&nbsp;<\/p>\n<p>Read more: <a href=\"https:\/\/thetyee.ca\/Topic\/LabourIndustry\/\">Labour + Industry<\/a>, <a href=\"https:\/\/thetyee.ca\/Topic\/BC_Election_2017\/\">BC Election 2017<\/a>, <a href=\"https:\/\/thetyee.ca\/Topic\/BC-Politics\/\">BC Politics<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"Contract reform would let locals grab share from giant multinationals, NDP says. &nbsp; By\u00a0Andrew MacLeod www.TheTyee.ca Andrew MacLeod is The Tyee\u2019s Legislative bureau chief in Victoria and the author of A Better Place on Earth: The Search for Fairness in Super Unequal British Columbia (Harbour Publishing, 2015).
